I was first elected as an Alderman on Milwaukee's south side after a special election in 1973. I was re-elected in 1976, and in 1979 I was certain I would be elected again in 1980. So, I formed a plan to run for President of the Common Council. In those days, the form of city government was a "strong council/weak mayor" system, but Mayor Henry Maier had forged a strong base of support within the Council, within City Departments, and with the voters.
