Dear Demanding But Understanding One:
We think we understand that the reasons for crime are more complex than our ancestors assumed. We know that evil in the hearts of individuals is only part of the explanation. Evil in the structures and functioning of society also contributes to the problem. But we do not know how to make the needed corrections.
Obviously punishment does not deter, but we are committed to it as though it is our best, or only, option.
