Nicodemus didn't get it. He heard Jesus' words, but it doesn't seem that he understood what Jesus was saying. Nicodemus was a Pharisee, a ruler in the Jewish world. He was one of the more liberal Pharisees because he even considered having a debate with Jesus. He respectfully called Jesus "Rabbi." Rabbis taught that the keeping of the law would allow the kingdom of God to come, but Jesus turned the conversation around and said that indeed salvation in the kingdom of God requires a new way of thinking, a rebirth, so to speak.
