At Keokuk, Iowa, we walked out on a high earthen dam, bolstered by concrete. This dam reaches across the Mississippi River, at a strategic place. The city has been a shipping port, both north and south.
While other cities up and down the mighty river have floods quite often, sometimes endangering residents and valuable properties, Keokuk is safe and dry.
Not only that, the dam includes a hydroelectric plant which generates power needed in the city. Power is also sold to other cities nearby, including southeastern parts of the state. Isn't it good to know that such energy can be placed under direct control in flood season?
Other cities on the river are not so fortunate. Residents of one city said a wall between the city and the river would tend to destroy the beauty of nature, and defeated the proposal. Humankind is not always wise in the way things are done or not done. So they fear the floods at springtime.
How do we control the powers of the human spirit? Might we find productive ways to use our human resources, and prevent destructive forces that come to us from time to time?
