In the time of Jesus, Rome was a great power, but it was a brutal power. True, it had extended the Pax Romana throughout the Mediterranean world and beyond, but it kept the peace with its powerful, well-trained legions who could kill without mercy. Yes, Rome had built its aqueducts and stadiums, its palaces and shrines, its triumphal arches and extensive roads.
