than 200 years. The nation had endured numerous threats to its
existence through civil disturbances, natural disasters, and
major political changes. Yet, until recently, its constitution
had remained intact as its citizens enjoyed all the freedoms
uniquely offered under that historic document.
As is the case with all democratic societies, however, those
freedoms also allowed varieties of speech and conduct which were
