Since the time of Cyrus, the Persian king who freed the Hebrew exiles, the Jewish community had prayed even for its pagan rulers. The church of the first century continued that practice, and it continues today. Such prayer recognized the function of the state in relation to the gospel. If the state functions properly, it creates those outward conditions of tranquility under which the gospel may be preached and the life of the community flourish.
In the book Prayers for Public Worship by Carl T. Uehling there is a suggested prayer for public leaders:
Look upon the president of this nation, (name), the governor of this state, (name), the mayor of this city, (name). Help them to be wise, and just, and compassionate as they fulfill their responsibilities.
