The text reminds of the requirement that one deliver the message to the recipient, not require the intended recipient to seek out the message. Missionaries are always mindful of the necessity of meeting people where they are. One who wishes to become a missionary in Brazil would have difficulty establishing his mission in a place like, say, Oregon.
