In Quebec, the government there has the right to reject the name that you give to your baby if they think that it's inappropriate. For instance, when a couple decided to name their little boy Lucifer, the Quebec government told the parents to try again. When some parents wanted to call their child Cowboy, that name was rejected also.
Another couple named their little girl Ivory. At first the government opposed that name, thinking that the parents had named the chid after a kind of soap. But when the parents protested and explained that the name had nothing to do with bath bar preference, and that they just liked the name, then the government decided to allow that name to stand. The idea, according to Canadian authorities, is that names are important, and they just want to make sure that children don't end up getting stuck with names that are going to subject them to ridicule later in life.
Jesus here speaks of the Holy Spirit coming to us in his name. A test for the church, then, is to consider whether we measure up to Jesus' name or whether we have settled for something less.
