Just like today, in biblical times, decrees of various types were written down for the record. Archeologists have discovered a divorce decree (at Marisa, second century B.C.) written on a potsherd (a piece of broken pottery). Paper was difficult to come by in those days. In fact, decrees written on papyrus (the earliest development of paper made of pressed, dried reeds) have not survived well throughout the ages. Decrees written on vellum (animal skin) have survived better.
The best decree that has survived throughout the generations has been the decree of God's love for the world written for the record on the human skin of Jesus for all to see and read and believe.
