Isaiah writes words of comfort to a people who are in exile. While they still live under the bitter results of God's judgment they are encouraged to do active waiting -- "mount up with wings like eagles" (v. 31). The life of author William Sidney Porter is a good example of "active waiting." Porter was imprisoned in 1897 in Columbus, Ohio, for embezzlement.
