Growing up, Ted lived in an ideal situation. His mother taught him, by example, that if he left his clothes or other things lying around, she would pick up after him and put things in their proper place. In effect, he had a personal maid in the person of his mother.
Then Ted went to Air Force basic training in San Antonio and everything changed. His drill instructor quickly convinced him that they were not his mother and that no one would pick up after him. In fact, he should always be ready for an inspection of his bunk area. It could happen any time of the day or like a "thief in the night."
