The verse after this Scripture ends tells the story, "While Peter was still saying this, the Holy Spirit fell on all who heard the word."
What had Peter said that turned his congregation on? He said:
1) God is not snooty. He receives everyone who reverences him. (vs 34)
2) God equips those he calls. He won't appoint you unless he anoints you. (vs 38)
3) God proves his love. He pays the price without question. (vs 39)
4) God finishes what he begins. He makes promises and he keeps them. (vs 40)
5) God puts his hand on us. He chooses us and uses us. (vs. 41)
6) God rewards our belief. He wipes the slate clean. (vs 43)
That's quite a sermon Peter preached. The next time I stand in the pulpit I want to preach that way I want to communicate God's love to everyone, lift up the cross of Jesus, glorify his resurrection, promise election, forgiveness and power to all who believe Jesus is Lord.
If I do, I know where the Holy Spirit will be. Falling on all who hear.
