In 1995, the Pennsylvania Department of Revenue offered people a chance to be made right. They put a tax amnesty program into effect. That meant that people could come forward and pay any back taxes and interest that were owed, and the state would not ask any questions or assess any fines or penalties. And about 6,000 people per day called in and requested more information about the program.
