The problem is never God's unwillingness to forgive, but people's unwillingness to repent and be forgiven. It is hard to admit wrong, to humbly bow before a higher, more righteous power. Hence, the expression, "stiff-necked." We are virtually schooled to have "stiff necks." "Hold your head high, be proud of yourself." That may be well and good if someone lacks proper self-esteem in life. But, it doesn't fit if you've made a mess of life and have run out of ways of covering your mistakes.
