Sometimes on a cloudy day we might say, "The sun isn't shining today." We say this because without the sun there would be no life anywhere.
Sometimes when we don't feel forgiven of sin or when we are troubled by doubts, we need to hear the word again that these things are only like a cloud on a sunny day. The Son of God really is sustaining us with all God's benefits or there would be no life at all. All life around us is a sign of Christ's presence, so the "son is shining," even when we cannot see our Lord so clearly. That is precisely when we need the witness of those who can see him clearly.
