Paul Harvey, in an address in Memphis, Tennessee, on May 21, 1998, told how freedom requires self-discipline. Self-government will not work without it. Eastern nations have illustrated this since the fall of Communism nearly a decade ago. Former Yugoslavia erupted in flames. Albania was mired in economic chaos. Former Czechoslovakia repudiated early reforms. Poland was broke and bleeding, and the old communists are back in power. Bulgaria, Hungary and Lithuania have found freedom too difficult and have reverted to caretaker communist governments.
