In the spring of 1987 a garbage scow left New York harbor, looking for a home. Loaded with 3,200 tons of garbage, it traveled down the Atlantic Coast, but was rejected by six states and three foreign countries. Eventually it went back where is started from, while municipal officials wondered what to do next.
Some had proposed that the garbage be used for a methane gas project, and others for a landfill on one of the Bahamian islands. But every proposal fell through.
