In legal terms, an internal law can mean several things. It can mean the rules, policies,
and regulations of a particular entity in contrast to the laws of the state in which the entity
exists. Internal law can also mean the laws of a political state which is part of a larger
political entity, such as the laws of a state within the United States.
Jeremiah talks about an internal law too, but his internal law has nothing to do with entities, political or social. Rather, Jeremiah envisions the internal law as God's law written directly upon our hearts, such that we won't need teachers or elders to teach it to us -- we will know it because it is part of us.
