It is with a strong sense of "an everlasting covenant, ordered in all things and secure," that David can speak confidently about the public office of government. Winston Churchill had this same confidence when he addressed the House of Commons on June 4, 1940, as Dunkirk was being evacuated: "We shall go on to the end ... whatever the cost may be ... we shall never surrender ... [we will] carry on the struggle, until, in God's good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the old."
