Because our modern world has radio, television, and the internet, we're more aware of groups that want their independence, or at least rights as independent governments within a larger government. Not only did subject countries long to flee the oppressive Soviet Union, but in the United States many people still clamor for "states' rights," and European Union members not only debate but jockey for position. We seem to think that independence is most important and we fear union with a "larger body."
As Arthur Herman has written in How the Scots Invented the Modern World, Scotland's being united with England in 1707, although frightening at the time, benefited Scotland far greater than they ever imagined.
At Shechem, Joshua isn't twisting arms so people will "unite" under a government that will destroy their freedom and identity. God will develop them into the people through whom to bless the world.
